CLOSED SESSION

Pursuant to Governor Newsom's Executive Order N-29-20, members of the City Council and staff participated in this meeting via teleconference. In the interest of maintaining appropriate social distancing, members of the public also participated in this meeting electronically.

CALL TO ORDER - The Closed Session of the City Council was called to order by Mayor Bob Woerner at 6:00 pm, held via teleconference using Zoom and YouTube.

ROLL CALL - Present: Mayor Bob Woerner, Vice Mayor Trish Munro, and Council Members Regina Bonanno, Robert W. Carling and Brittni Kiick.

1. Conference with Labor Negotiator. To meet with Douglas Alessio, Administrative Services Director, the City's negotiator pursuant to Government Code section 54957.6 regarding negotiations with the Livermore Police Management Association.

REGULAR MEETING

1. CALL TO ORDER / PLEDGE OF ALLEGIANCE - The meeting of the City Council was called to order by Mayor Bob Woerner at 7:00 pm, held via teleconference using Zoom and YouTube.

ROLL CALL - Present: Mayor Bob Woerner, Vice Mayor Trish Munro and Council Members Regina Bonanno, Robert W. Carling, and Brittni Kiick.

Mayor Woerner invited public comment.

Amy Rose, Executive Director and President of Livermore Pride requested that the Philadelphia Pride Flag be flown at City Hall this June and every subsequent year recognizing June as Pride Month.

ON THE MOTION OF VM MUNRO, SECONDED BY CM CARLING, AND CARRIED ON A 4-0 VOTE, WITH CM BONANNO ABSTAINING, THE CITY COUNCIL APPROVED ITEM 4.1.

ON THE MOTION OF CM BONANNO, SECONDED BY VM MUNRO, AND CARRIED ON A 5-0 VOTE, THE CITY COUNCIL APPROVED CONSENT CALENDAR ITEMS 4.2 - 4.7.

4.1 Approval of draft minutes - December 14, 2020 City Council Regular Meeting.

Recommendation: Staff recommended the City Council approve the draft minutes.

4.2 Approval of draft minutes - April 26, 2021 City Council Regular Meeting and May 3, 2021 Special Meeting Workshop.

Recommendation: Staff recommended City Council approve the draft minutes.

4.3 Adoption of an Ordinance 2123 adding chapter 2.64 to the Livermore Municipal Code approving the use of electronic signatures for City business and authorizing the City Manager or designee to determine the appropriate documents and technologies for which the City may use electronic signatures.

Recommendation: Staff recommended the City Council adopt an ordinance approving the use of electronic signatures for City business and authorizing the City Manager or designee to determine the documents that may use electronic signatures and the acceptable technologies.

4.4 Resolution 2021-061 accepting for permanent maintenance and release of security for the Rainwater Leaders Corrective Work for the New Civic Center Meeting Hall/EOC, Project 2004-39.

Recommendation: Staff recommended the City Council adopt a resolution accepting for permanent maintenance and release of security for the Rainwater Leaders Corrective Work for the New Livermore Civic Center Meeting Hall/EOC, Project No. 2004-39.

4.5 Resolution 2021-162 accepting for permanent maintenance and release of security for the Lutron Lighting System Corrective Work for the New Livermore Civic Center Meeting Hall/EOC, Project No. 2004-39.

Recommendation: Staff recommended the City Council adopt a resolution accepting for permanent maintenance and release of security for the Lutron Lighting System Corrective Work for the New Livermore Civic Center Meeting Hall/EOC, Project No. 2004-39.

4.6 Resolution 2021-063 of Continued Local Emergency.

Recommendation: Staff recommended the City Council adopt a resolution of Continued Local Emergency.

4.7 Resolution 2021-064 amending the Poet Laureate term of service for one additional year.

Recommendation: The Commission for the Arts and staff recommended the City Council adopt a resolution amending the Poet Laureate term of service for one additional year.

5. PUBLIC HEARINGS - NONE

6. MATTERS FOR CONSIDERATION

6.1 Oral report from the Director of Emergency Services regarding the COVID-19 emergency, its impacts, and the governmental operations in response to that emergency, as well as discussion and direction regarding the City's emergency operations in response to that emergency.

Recommendation: An oral report was given at the meeting.

Director of Emergency Services Marc Roberts presented the staff report.

Mayor Woerner invited public comment.

There were no speakers and the comment period was closed.

In response to questions from CM Bonanno, Mr. Roberts stated any future vaccination event information would be on the City's website.

CM Bonanno requested that a trend on vaccinations be added to future presentations.

In response to questions from VM Munro, Mr. Roberts stated that the City would be very transparent and provide updates related to unvaccinated residents after June 15th when the state reopens, and many COVID-19 restrictions are lifted.

In response to questions from CM Carling, Mr. Roberts stated that staff would look into putting a banner across 4th Street with information on vaccinations and other creative methods to encourage residents to get vaccinated.

In response to questions from Mayor Woerner, Mr. Roberts stated that monitoring at the federal level happens quickly, but implementation of the relief effort was happening more slowly.

Office of Innovation and Economic Development Director Adam Van de Water clarified that the Restaurant Revitalization Act portal opened last week and the Chamber of Commerce and Livermore Downtown, Inc. were providing resources to residents on how to apply.

Mr. Roberts stated that significant relief is available, not just to restaurants, and business owners could find additional information on the City's website.

Mayor Woerner requested that in the next update the presentation include information on how new programs interact with what the City has already done and what needs to be done in the future.

THE CITY COUNCIL RECEIVED THE UPDATE.

6.2 Discussion and direction regarding the FY 2019-21 and FY 2021-23 City Council Goals and Priorities.

Recommendation: Staff recommended that City Council receive an update on the FY 2019-21 Goals and Priorities and provide direction regarding the FY 2021-23 Goals and Priorities and associated proposed two-year work plan.

Deputy City Manager Christine Martin presented the staff report.

Mayor Woerner invited public comment.

There were no speakers and the comment period was closed.

CM Kiick requested that elected and appointed officials be included in modernization, specifically training. She also urged a focus on systemizing best practices.

In response to questions received from CM Bonanno related to asset management and stormwater, Public Works Director Scott Lanphier stated that in two years the City plans to have better data regarding stormwater facilities, have identified high priority projects, and have identified funding areas.

Mr. Roberts clarified that staff will not have solved flood risk issues in two years, given the scale of the project, it will be 3-4 years before the first construction projects begin.

In response to questions from CM Bonanno, Community Development Director Paul Spence stated that the General Plan update will include public outreach, a steering committee, and then staff will periodically check-in with the City Council for feedback.

In response to questions from VM Munro, Mr. Spence confirmed that staff will be gathering feedback from the City Council to define the scope of the General Plan update and will be looking for input from special groups like the Equity and Inclusion working group to develop draft policies and goals for City Council feedback.

In response to questions from VM Munro, Deputy City Manager Christine Martin stated that special working groups, like the Equity and Inclusion working group and the Homelessness subcommittee, could be engaged now for input on the General Plan update.

In response to questions from CM Kiick, Mrs. Martin stated that Council would see these workplans again during the October progress update but confirmed that the cost associated with them were included in the budget preparation.

7. COUNCIL COMMITTEE REPORTS AND MATTERS INITIATED

7.1 Council Committee Reports and Matters Initiated by City Manager, City Attorney, Staff, and Council Members.

Climate Action Plan In response to questions from CM Kiick, Community Development Director Paul Spence stated that the CAP would return to the City Council towards the end of 2021 and that future opportunities to adjust the current draft would be available.

League of California Cities Training CM Kiick requested that all Planning Commissioners be given access to the Planning Commissioners Academy.

Pride Flag CM Kiick requested that an agenda item be added to the next meeting to consider flying the Pride Flag during the month of June 2021.

East Bay Regional Communications Systems Authority Mayor Woerner noted his attendance at the May 7th Board of Directors meeting and stated that changes to the Development Code were adopted.

Alameda County Transportation Commission Mayor Woerner noted his attendance at the April 22nd meeting and stated that funds had been approved to improve signage.
